The Decongestion Programme at Kamfinsa Correctional Facility in Kitwe, was today launched by Copperbelt Province Minister Hon. Elisha Matambo who expressed his pleasure in officiating the event. He noted that the programme, developed by the Law Association of Zambia (LAZ) through its Public Interest Human Rights and Criminal Justice Committee, is a crucial initiative aimed at addressing the pressing issue of prison congestion.
Matambo emphasized the partnership between the government and the Zambia National Service (ZNS), which aims to provide legal assistance and reduce the number of detainees, particularly those with delayed cases or minor offenses. He highlighted the potential for alternative measures, such as community service, fines, or bail, for individuals charged with lesser crimes.
He acknowledged that the government, under President Hakainde Hichilema, recognizes the complexities of prison congestion and is committed to improving conditions for inmates by providing adequate bedding and other essential services to enhance their dignity.
Matambo commended LAZ and the Zambia Correctional Service for their commitment to the success of the project and urged the community to support reintegrating former inmates without stigmatization.
Reflecting on his visit, he described an emotional moment revisiting Cell Number 2, where he had been imprisoned during his opposition struggle. The facility currently houses over 3,000 inmates, significantly exceeding its intended capacity of 2,000.
