2025 National Budget Highlights: Revenue Measures

Domestic revenue and grants (tax and non-tax revenue and grants) will fund 84% of the budget while foreign financing is proposed at 8.9%.


• 15% Advance Income Tax on remittances above $2,000 or equivalent to be applied to transactions without a valid Tax Clearance Certificate and non-compliant exporters
• Income tax on profits from non-traditional exports and value addition to copper cathodes increased from 15% to 20%
• Increased surtax on selected imported goods that are locally available to be introduced
• Automatic annual adjustment for inflation on excise duties levied on tobacco products, fuel, and used motor vehicles
• Betting to be taxed at 10% excise duty on the bet amount
• Excise duty on non-alcoholic beverages increased to K1 per liter from the current 60 ngwee (K0.6)
• Upward 20% revision of presumptive tax on operators of motor vehicles for transportation of people
• A fee of K1,500 to be introduced for occupational safety and health training offered by the Ministry of Labour and Social Security
• Mine safety and examination fees to be introduced
• Geological survey fees to be revised upwards. 168. Madam, I propose to increase
• The fees for foreign artists performing in the country will be raised to K5,000 and K15,000 for SADC and non-SADC-based artists, respectively (currently, at K1,778)
• Art, exhibition, and venue promoters will be licensed and categorized into international, local, and venue and exhibition and charged as follows: International Artist Promoters—K20,000; Local Artist Promoters—K5,000; Venue and Exhibition Promoters—K1,500
• Services provided by the Zambia Agriculture Research Institute to be licensed and charged for
• Resident permit holders to pay K2,500 when they stay out of the country for more than 6 months
